Congress must now act to ensure the Executive Branch spends every dollar of foreign assistance as Congress directed and as the law requires. When funds are delayed, withheld, or diverted, U.S. credibility suffers, national security is weakened, and Congress’s constitutional authority is undermined. Congress has a responsibility to conduct strong oversight, demand transparency, and hold any administration accountable. Protecting taxpayer dollars and upholding the rule of law depend on it.
Lawmakers must also ensure that agencies have sufficient number of technical staff and must strengthen legal safeguards that protect members of the federal workforce. Without technically qualified staff, agencies cannot deliver effective oversight or demonstrate to Congress and taxpayers that funds are advancing legitimate, high-impact development goals.
